Act III Quest II is given by Hratli, not Ormus as this wiki describes.
Although it may not be required to talk to anyone at all before you return with the Gidbinn, the conversational introduction is triggered by talking to Hratli, not Ormus. The blade is to be returned to Ormus.

must have ripped off the info from this site, as his walkthrough also indicated that the quest is triggered by talking to Ormus, which is wrong.
