He is not a merchant and does not give any quests in Act Two, but he is a sort of reward for the final quest in Act Two, since once you've completed it he will sail your character to the [[Kurast Docks]] and the start of Act Three.

The default is seen when a character has already completed the [[Quests_Act_Three#Quest_Four:_Lam_Esen.27s_Tome|Lam Esen's Tome quest]] and/or the [[Quests_Act_Three#Quest_Three:_Khalim.27s_Will|Khalim's Will quest]]. The alternate (more commonly seen by players) is delivered if those quests have not yet been completed (and the Black Book is still missing and/or the Zakarum are still a threat).
