If you look at the list of all runes, you can find out the cube recipes to create a rune of one level higher than Tir. Here are the Tir attributes:

Weapon: +2 Mana Per Kill
Armor/Helm/Shield: +2 Mana Per Kill.
Ilvl/Clvl Required: 13
