Rogue NPCs are found in the Rogue Encampment, where they act as guards who never actually do anything. They look just like the rogue from Diablo, and are identical in appearance to Rogue Mercenaries. Kashya is their leader.

Flavie is the only Rogue merc normally seen outside of camp; she's found in the wilderness at the border between the Blood Moor and Cold Plains, where she fires arrows at nearby monsters and warns new characters of the greater dangers they are about to face.

In earlier versions of Diablo II rogue NPCs were sometimes found out in the wilderness, roaming freely and engaging the monsters who did not fight back. This was due to a bug in their spawning location routine, and has been patched as of v1.11.
