Izual is a fallen angel, imprisoned or corrupted into a demon. There's some nice fiction about him in the game quest info, and the Diablo II manual.

Izual is a hard monster to kill, but not an especially dangerous one. He doesn't hit very quickly or deal high damage, but he has a ton of hit points, and often takes new characters longer to kill than any other single monster on all of normal difficulty. Prior to v1.07 and the expansion, he was outrageously durable, and melee attackers often had to return to town for weapon repairs mid-battle.

Tactics aren't exactly of paramount importance against Izual. You simply have to hit him a lot lot lot, and he'll die, eventually. His death takes out any activated monster within 30 or 40 yards, so it's possible to lead a nearly dead Izual into a thick mob, and kill them all instantly by taking him out.

Izual hits with cold damage and has a Frost Nova spell. These aren't damaging enough to be dangerous, but they will slow attackers, making the battle take even longer. Can not be frozen gear is helpful, as is closing to melee range, since Izual uses fewer Frost Novas then.
