Snotspill is a named Fallen One in Diablo I. Specifically, he is a 'Dark One'. He also sounds adorable when he speaks.
He gives the Ogden's_Signn quest, if you haven't gotten it from Ogden, first.
If this quest is available in your game, Snotspill and his merry band of minions will appear on Level 4, guarding the way down.
