The Outer Steppes level is located just outside the Pandemonium Fortress in Act IV, and is the first area of Hell that the player visits.

This first incursion to hell is but a taster of what is to come. The area is open and wide, and easy to run away from enemies. There's no quests here or waypoint, but a place you can familiarise yourself with these surroundings for continuing down into hell. Also of course good for experience gain.
Level Information[edit]
- Monster levels are usually always equal to the area level with exception to uniques (mlvl +3) and champions (mlvl +2).

There are no superuniques or act bosses in this level.
