The Flayer Dungeon is located in the Flayer Jungle in Act III and contains Khalim's Heart needed to complete the Khalim's Will quest.

The Flayer Dungeon is chock full of Flayers, and can be quite a pain to clear out. They have also brought their little pets so spiders and other "dungeony" creatures also resides here, and they all want to kill you.

However, you have to explore this dungeon, as it contains Khalim's Heart on the third level (guarded by Witch Doctor Endugu), which you need in order to complete the Khalim's Will quest.

Monster levels are usually always equal to the area level with exception to uniques (mlvl +3) and champions (mlvl +2).
