The Harem is part of the Palace levels of Act II, that you can reach after completing the first couple of quests in the Act.

The Harem of the Palace obviously housed women before the demonic invasion from the Palace Cellar, but now only blood stains, corpses and monsters remain.
The architecture is an Arab-inspired one, with interesting related doodads.
The Palace levels are small squares, and they have the same layout every game, with semi-random doorway locations. Once you've done them a few times, you'll have them more or less memorized. A Sorceress or character with Teleport charges can teleport down through the Palace in literally 5 seconds per level.
