The Halls of the Dead level is located in the Dry Hills of Act II. Here you can find the Staff of Kings, used to create a Horadric Staff for The Horadric Staff quest.

You can reach the Halls of the Dead from the Dry Hills, where there handily is a waypoint. There is also a waypoint on Level 2 of the Halls of the Dead, which you should not miss to activate.
